Add into the bowl the Guinness draught stout beer, thinly sliced red bell pepper, fresh squeezed lemon juice, pure vegetable oil, fresh parsley, Worcestershire sauce, brown sugar, minced garlic cloves, coarse ground black pepper, fresh Tarragon, and soy sauce. You are now ready to mix the marinade, so please take out a metal whisk. Briskly whip the marinade together until all of the ingredients are evenly disbursed throughout, and the marinade is uniform in color.
